Is this finnex light good for medium-high light plants?

I’ve been looking at a few lights for a 10 gallon tank. I’m wondering if you actually need to have a light that is the exact amount of inches as your tank or if you can just lay it on the tank.
This first light is a clip on and it has decent reviews.

Then I was wondering if the finnex stringray 2 is good at growing plants at all, I’ve seen mixed reviews.
