Is this definitely fin rot?

I've been treating my betta with salt baths for his fin rot for a small amount of time now (with 75% water changes daily) and I was wondering if it is? I saw some websites saying he's changing colour but the ragged fin tells me otherwise.

Top photo was him when I first got him not to long ago
Next photo is now

I notice this white stringy stuff floating around in his qt tank. Do I add salt to his actual tank to fix this?
Any help would be greatly appreciated!

Epsom salt baths just remove excess fluid, if your fish has a serious infection causing his fins to rot away (it looks like the dorsal fin is almost completely gone, if I'm mistaken and it's just minor rot disregard this), you need to treat with medication, adding salt to the tank at this stage will only stress the fish out.

I think pimafix is safer than some other options, so it probably wouldn't be bad if he has a fungal infection. It could be used with bettafix if you're one to use that. But I'm not a fan of the API fix solutions, and I do vote for things like Indian almond leaf (or rooibos tea) as a more beneficial and less harmful potentially solution.

Indian Almond Leaves: Keeping your fish happy, naturally.

Thank you. I'm not sure if these treatments would work now as his fins are REALLY bad.

I've read so many mixed opinions about pimafix... don't know what to do :S

I definitely support medication, his dorsal fin looks like it's nearly missing, which will definitely lead to death if not treated with medication. Almond leaves are good to de-stress fish to encourage faster healing from minor injuries and infections, but I don't think that's enough in this case.

I know its receded so close to his body and its changing the colour of some of the scales in that area.

I was leaning towards a fungal infection at first but now I'm not sure.
What do you reckon it could be? I have medication for both fungal and bacterial but I'm not sure which one it is.
