Is this a fungus or a disease?

I got a betta about 2 weeks ago off of ebay from an established breeder. He came in great packaging better than some pet stores. I noticed it looked like he had white lipstick on and didn't think anything of it but I read somewhere that it could be a fungus or something. I'm new to fishkeeping sort of. I've only had one 37 gal goldfish tank for a year and a half now and I've lost some fish to disease because I didn't know the signs. I don't want the same thing to happen to my betta Fio. He's in a 10 gallon planted tank, everything zero, temp 78, with a small filter. He is always active and swimming through the plants and the little hut. He also sits by the heater even though it's 78 should i go up to 80 maybe?

Is it cotton like?
If yes, then its probably mouth fungus.

Salt baths or commercial anti fungal medications and treatments may be used

To me it looks flat sort of but heres another pic from the side. It looks like his lips to me but I have never seen mouth fungus in person before.

So should I wait a few weeks and just keep an eye on it? I may have jumped the gun on it

To me it looks like it may just be the color of his lips but it’s hard to tell from the picture. If it looks fluffy and cottony, it’s probably fungus. Let us know what you decide to do!
