20 Gallon Tank Is the water flow too strong for my cardinal tetras?

I have a 22 gallon long with a canister filter. I'm using stainless steel pipes, so I don't have much surface agitaiton at all -- and a lot of "dead spots" in the tank where detritus can build up. I decided a nano wavemaker would be a good idea. Since my tank is so small, I got the smallest nano wavemaker I could find (Sicce Voyager Nano 1000) which only does about 270 GPH. Is this too strong?

I personally think it looks like they are swimming hard. Just a tad too strong. They may like it for a minute then get tired.

Do they make any wave maker that is weaker than this one?

I found a better solution. This one allows me to reduce the flow rate as low as 132 GPH using the included controller. This should be much better for my little fish.

Plus I can program it so it only turns on for 30 minutes every couple of hours.
