Is My Tank Almost Cycled?

I have a 70 gallon tank and I want to stock fancy goldfish.
My parameters are
PH: 7.6
Ammonia: 0
Nitrite: 0
Nitrate: 40 Phosphate: 0.25 or 0.5 GH: 100-200ppm/9 or 10 drops
KH: 100-200ppm/7 or 8 drops
Base on this, would I need to do one more water change and then it's ready?

that looks cycled to me. now just do some changes to get that nitrate down to like 5-20ish
I think once you hit 0 ammonia and 0 nitrites you are cycled

How long has it been my cycling? Once your bacteria is able to convert ammonia and nitrite to 0 in 24 hours is when you are completely cycled.

I've been cycling it for 5 weeks. Should I test it with ammonia before or after a water change?

Add ammonia to the water and do a test in 24 hours. If the ammonia and nitrite are at 0 and nitrate has increased, your tank is cycled, do around a 50% maybe more water change if it's cycled, and you are good to go.
