Seems to only be growing from the bottom of the leaves. Pretty sure it's normal, but wanted to make sure. Plants are superglued to driftwood. Root tabs once a month, flourish comprehensive once a week.

a lot of times in the beginning, java ferns grow new leaves at the bottom from the rizome and eventually start propagating from the leaves themself

Anything I should be doing? Should I just leave it be?

java ferns are pretty self sustaining, dont require a lot of work as long as they're attached to wood or rocks. If they look to be growing new leaves and the leaves aren't turning brown, you should be fine.
