hello I do not have aquarium heater yet, but I will get it soon, but I was wondering if reptile basking light with clamping is safe to use as heater subtitue for tropical fish until I get the regular aquarium heater or will the reptile basking light will be too hot? Let me know asap.

Without knowing the model, etc., you may have to do your own research and contact the manufacturer to see what temp it reaches. The other problem is that this will create hot spots at the top of your tank and the warmth won't reach down into the lower region. You would have to put in airstones or something to assist with that.

Personally? I wouldn't use it. There's also the chance that water will splash up into the heat fixture and you'll end up with an electrical charge running through your fish. Not worth the risk, to me. :
