A few days ago I set up another 55gal tank. It was a used setup, and came with a canister filter and biowheel. I conditioned the water, rinsed the filters with tap water, added substrate, plants and even tossed in a single feeder goldfish. So I mean this tank looks clear. real clear. I tested the water, and here is what I got.
PH=7.0
Ammonia=0
NO2=virtually 0 , <0.25
NO3= 0
Temp 76 F

So it's only been a few days, I have got these reading for the last 2 days. Is this tank cycled?

No I'm sorry but it's not cycled. Takes several weeks for the beneficial bacteria to build up. Here are some great articles on cycling.

The only reason it looks perfect is because it hasn't even started cycling.

Yup, it probably didn't even begin to cycle yet, though it should start shortly

I would plan on at least six weeks, it is hard not to add fish but patience is a good friend. ;D ;D
