Is it better to get algae snails in numbers or alone in a 10 gallon?

I think the general rule is one or two snails per 5 gallons (I'd recommend nerite snails because they're efficient algae eaters and they breed slowly).

Do nerite snails need a steady supply of algae growth in the tank or can they eat the leftovers from flake foods?

I have heard that they do eat leftover food, but I wouldn't recommend relying on just that fact when all the algae is gone from your tank. Even when you have algae, you probably still want to supplement their diet with algae wafers or blanched vegetables. Mine really love Hikari algae wafers and cucumbers.
