Is Black Phantom Tetra really a boring fish?

So I overheard people say their Black Phantom Tetra are boring because they often stay at the back of the tank and not moving at all.

Is that always the case or depends on individual fish?

I found this video and they don't seem boring to me. Since there are more than a few people saying theirs were boring, I wonder if the Tetras in this video is actually a special case lol.

Fish are generally more active when they are eating. Judging by what I saw, that tank is way too small, which will alter their behavior as well.

Found another interesting video with some Black Phantom Tetras.

I have 5 black phantoms, and they are very active... I wouldnt call them boring at all

Fish often also are more active when they have more room to roam around in! and they have the plants and type of environment they like
