Is 8 guppies and some shrimp okay in a 10 gallon

I'd do 8 male guppies. In a 10g you don't really want to have breeding action. I'd avoid females, because sometimes they can still carry fry from whatever store you get them from into your tank. Them bam you have a ton of guppy fry.

What kind of shrimp? Assuming it's red cherry shrimp or one of the other color varieties, you can do it but I wouldn't recommend it. Your shrimp will spend a lot of time hiding from the fish, and the fish will almost certainly eat some of the baby shrimp.
