Ick, fin rot, or Columnaris in Tetra

I just noticed this in my bleeding heart tetras this morning. It has two white bulb like growths on the ends of both its front fins. I have looked and have narrowed it down to three possibilities. Ick, fin rot, or columnaris. He acts ok and eats and swims fin. My nitrites are 0 and nitrates are around 10-20. Do I need to quarantine him so it doesn't spread to the other fish?

I am sure there are other people who know much better then me but I would 100% put him in a quarantine tank. I bought a betta with severe columnaris and I would not even let snails in with him. I know if the other fish are healthy enough they may not get sick but not a chance I would want to take. Hopefully a seasoned fish keeper can instruct you better! Good luck!
On another note I would not want to treat the whole tank with meds unless I absolutely had too
