I think my betta is dying. Need more opinions.

I’ve had my Betta fish for about 4 months. I had him in a community tank, but recently moved him to his own tank due to bullying. He also had Popeye, which he just got over. But recently he has been laying around all day, kind of breathing heavily, and laying on his side . He seems old to me, I know they’re more susceptible to disease when they are older, that could’ve been why he got his Popeye. One of his eyes are foggy, he has a little bit of a hunchback, and his fins are just more ragged then they were when I got him. He eats, but sometimes spits it out or has trouble finding it. I think he’s dying, but want another opinion.
