I just got Stress Coat+ for my tank and I was going to fill up the rest of my tank, is it safe to use with my tank even though the water in the tank was treated with topfin water conditioner ?

I would wait a little bit before adding more chemicals

If you added conditioner, you should wait 24 hours before adding the Stress Coat. This way, you won't jeopardize your BB. I know with TSS+, this is a MUST.

I haven't added the water conditioner in less than 24 hours and my tank is cycled so should I continue using the water conditioner or the Stress Coat?

Ah, ok, I must have misunderstood you then. I looked up the product just to be safe since I've never used it, and from what I can see you should be safe adding both the Stress Coat and the water conditioner at the same time. Unless someone else here who has used it says/ knows otherwise?
Although, I'm not sure if Stress Coat is already a water conditioner. If you read the product description, it says "it makes tap water safe." It's a little vague in my opinion, but I am leaning towards it being a water conditioner as well. Either way, I guess you can use both.
UPDATE: Stress coat is also a water conditioner.

Stress coat is a water conditioner and will; remove chlorine, chloramines, heavy metals etc. It also contains aloe vera which is supposed to help sooth gills that have suffered ammonia burns. It does not detox ammonia and/or nitrite like Prime will
