How To Use Bacterae Without Water Movement

So right now I have a tank set up for some future shrimp. The substrate, heater, light, plants, and wood are already set up, and I’m waiting on the sponge filter to seed in another tank. I am trying to use the BacterAE powder to make some biofilm for the shrimp, but it’s not getting mixed in well with the water because there is no water movement (no filter in tank). It eventually made these little white particles and a film on top of the water. I took out 95% of the water and refilled the tank. But how am I supposed to use the BacterAE?

Or mix some in a cup of tank water then pour it in all around the tank.

Yes, that's how I do it, it's frustrating just watching it float around on the surface (although the shrimp go crazy hanging upside down trying to eat it!)
But, as MaximumRider said, just mixing up in a small cup-I use one of those little plastic shot glasses, it mixes really easily, and pour it in.
It's a great product!
