A few weeks ago I bought a juvie crowntail betta from Walmart (Shh mine take decent care of their fish now :) ) anyways his fins are starting a black outline and he seems to be getting bluer... I will try to get a new picture when I can get him to come out... but could he be a marble or does it take juvies time to get their adult colors?

Give him time. I wouldn't call marble on him. there are a few factors at play here
    1. He is young and still coloring up
    2. He is stressed and his color is probably still returning to normal
    3. Red Loss factor- causes bettas to loose all their red when they mature and leaves them blue or whatever other color they are.

I agree. He is way to young to tell right now. Give him a couple months :)
