How To Cycle A Tank Properly ?

I was wondering if someone could give me tips as to how to cycle a tank .I know the nitrogen cycle but not really sure how to cycle a tank.

How do I know if its cycles and when can I put my fish back in ?

Also should I clean my filter out because it does get dirty but I was told not to because it hold the healthy bacteria the tank needs so I'm not sure if I clean it or not .

Tanks cycle on their own if you already have fish in them. Without fish, you feed the tank small amounts of ammonia while you grow the needed bacteria.
What do you mean by "put the fish back in"? Did you remove the fish to start cycling?

No I only remove him when I'm doing an 100% water change which is once a month but I'm talking about when I do a 30% water change , I keep him in the tank , but do I need to cycle the tank for water changes or do you only cycle tanks when its brand new?

You only cycle if it's a new tank, just let the water get up to about the same temperature as your tank water and make sure the ph and other aspects are the same. It's really hard on the fish to do complete water changes. You should maybe go to weekly 30- 50% changes or something along those lines and at most take out up to 80% if you absolutely have to.

Clean the filter by rinsing it off in old tank water only. Shake it squeeze it if it's a sponge filter, the bacteria stands up well to lots of abuse aside from tap water, that will harm it.
