How many Tetra in a QT

Hi,
I've got a 19litre/5G tank running as a QT for a 44G I desperately need some new fish in and the previous occupants of the QT now in the 44g need some friends. I want a 10+ shoal of tetra (maybe cardinals) but it seems like a lot to put in a 19l even temporarily. What would you do? Get all 10 at once and potentially overload the HOB or get them in batches with the stress of smaller groups?

I would do smaller groups. 3-5 should be fine for a QT tank.

I agree with smaller groups. Adding too many will be tough on water quality and they are likely to get sick even if they weren't already.
