Some fish won't appreciate a lot of turn over though, keep that in mind. I try to do about 6x turn over for my Amazon tank.
I never heard that, what fish don't like the high turn over? I always heard more is better but no one rule fits all fish
Bettas don't like to have too much water movement or maybe not too much surface agitation, not sure which. Although I have heard that that may vary on a betta by betta basis - with some bettas not being bothered by filter while others are.
All my bettas have baffles on their filters for that reason. I thought he meant they don't like he water being filtered too much.
It blocks the water from a HOB filter so that the current isn't so strong and won't push them around so much. I made mine from the top of the betta cup duct taped to the filter output, depending on the filter it might take some trial and error before it sits just right.
