How long does it take for fish to become full grown?

Do you mean to their full size or sexually mature? As for size the larger the fish is going to be the longer it takes for it to get to adult size.
As for sexually mature to an age when they can spawn- it depends on the species of fish itself.

Different amounts of time, the larger the fish is at adult size the longer it grows, taking into consideration its environment. For instance if the fish has a spacious tank, lots of clean water and good food it will grow faster and be healthier.
If it is in a crowded tank, and it's water isn't kept clean and feeding is hit or miss then it may well never reach its adult size or be healthy.

I think it varies by species too.. but most are mature in a year or less - but check the specs for whatever species you're interested in.

The species I want to know about is the cherry barb

I think cherry barbs reach maturity at 150-180 days in males and 180-210 days in females from the research I found online.
