i have a tank with a figure 8 puffer fish, do i need to throw in an air pump in there? or is a HOB filter okay. i want my fish to thrive and i want to make sure he is getting the best living conditions.

If your filter flow is breaking the surface of the water then you really don't need an airstone.

More aeration is never a bad thing. If your hob just drops the water back into the tank like most do, then a bit more aeration wouldn't hurt. The water coming from the filter is relatively low in oxygen, and if it's just falling into the tank it isn't being aerated much. A gentle flow across the surface is ideal.
