It means your tank is cycled. The .25 is probably from just doing a water change, that is what happens to my water.

Ammonia is harmful to fish and, if your tank is cycled, it is normally 0 — however you have a fepractional amount. Nitrites are also dangerous to fish, so you’re okay. Nitrates at 20 is okay. Your tank is converting nitrites to nitrates as it should. A pH of 7.6 is acceptable for many freshwater fish. Research the water parameters that your fish require.
If it tests for 0, it means you're not cycled, and that your tank isn't ready for fish. Even 0.25 is harmful.
20 nitrates is fine, and a PH of 7.6 is fine for most freshwater fish. DO NOT under any circumstances buy chemicals that change your PH. They almost always result in PH swings, which are many, many times more harmful than a PH that is too low or too high.
