Help With Heating

HI everyone. I just set my 54 liter tank. I wnated to bring it up to temperature from 17 degrees Celsius to 25.C. I'm using a cheap chinese 50 watt heater. It seems to be working fine but after setting it to the temperature I wanted it started heating but very very slowly. Its been three hours now and it has gone up just 3 degrees according to my thermometer. What seems to be the problem?

P.S The heater used to be quite reliable with my old tank and doesn't seem to have a problem.

Here is what you need for your tank. Looks like you need about a 120 watt heater.

Thank you. Currently I can make do with my 50 watt but soon I will purchase another one.
