oh, and he'll probably heal faster/not get sick as often with heated, filtered water. I see you don't know about the nitrogen cycle- read up on it(clicking on the blue underlined words will take you to an article on it), it will keep your fish healthier and most likely alive longer.
His fins look to have chemical burns, how often do you change the water and how much?

table salt?! get it out of there before your fish dies- that stuff is NOT good for him. There is a huge difference between aquarium salt and table salt.
ok, helpful tips: beyond the heater and filter, get him a larger tank with some - he will be much more active with something to explore. Believe it or not, these fish get bored with nothing to do. Because I have an expanding shrimp colony, I also like to throw in a shrimp- it gives them something to hunt, also keeping them from getting too bored, but if shrimp aren't disposable to you, a snail may do the trick. A lot of members put toys in with their bettas- like ping-pong balls.
Make sure you feed him a quality meaty diet- if the first few ingredients on the label of the container of food aren't something you would recognize as food, chances are you should skip it.
