Help identifying fake ‘upside down’ fish?

Can anyone help identifying this fish species? He’s one of my pride and joys but I got him as a present so don’t have a lot of details. I’m living in the netherlands and the only English name I was ever given for him is ‘backswimmer’ so I’d love to properly identify him.

Details: always swims at the top of the water, not very active. Looks like he’s ‘upside down’ but actually isn’t if you look at the face. Distinctive pointed nose and downturned ‘sad’ mouth.

Can anyone help me? Google results only give me upside down catfish but I have two of those and he looks nothing like them (he’s also not actually swimming upside down and is exclusively a top layer fish).

Even if there is a hole just their size, they’ll manage to get out of it. Great looking fish!
