Help Identify Fish Illness

So it appears that one of my silver dollars has a tone of little bubbles all over his body, Haven't done a water change in about a week. So it doesn't seem like gas bubble disease. Also doesnt really look like ich? Just looks like very small clear bubbles all over his body, and he seems to be gasping and staying near the top of the tank. Does anyone know what this might be? (I looked again just now I think there's an algae attached to him. It's white and stringy and is on the fake plants as well..).

I think the SD's slimecoat might be peeling off. There are two stressors that can cause this; elevated Ammonia or Oodinium - Velvet.
Difficult to determine from the pics.

Last time I changed the water I added some StressCoat+, from API, it says it "replaces" slime coat. Could that have caused it?

Possibly. SeaChem's StressGuard is said to be a better product.
Be a good idea to start a weekly 50% WC. Doing so seems to lessen disease outbreaks & keeps the water parameters at optimal levels.

Looks like slime coat disease.
