I have a heater and a filter and I had this tank set up for over a month.

Definitely looks like fin rot. Some water changes should definitely help! I’ve never dealt with fin rot, but my last betta had accidentally torn his fin and with some water changes, it healed up within a week. With fin rot, they will grow back, but his fins won’t go back to being the exact same. I believe the edges/tips will look clear when they start to regrow. Do you know your tank parameters?
