HELP! Does Septicemia Leave Scars?

My friend's fancy goldfish suffered from septicemia, but is currently doing really well. Normal swimming and eating. It has been around a week since he started feeling better but is still quarantined because there is still a visible blood line/streak (looks like a vein) in his tail (it was there when he had septicemia). Should he still be quarantined? Is the blood line/streak in his tail a scar? Is he safe to be placed back in with the other goldfishes? o_O

Septicemia is a symptom of an underlying infection. IMO, In most cases the infections are usually specific to an individual fish and not contagious.
