I have a 35 litre tank I'm looking to rescape I want to have a sort of hill in on corner to hide the filter and heater. I'm wondering whether I can put gravel around the heater (I'm assuming not the filter because it will get blocked.) The heater nearly touches the gravel at the minute and I want to go higher .

No, you shouldn't mound gravel up around the heater because it's designed to heat water flowing around it to reach the whole tank as evenly as possible.
