65 Gallon Tank Harlequin gasping

So I moved 10 harlequin rasbora into my newly cycled tank last night, they all seemed to settle in fine. This morning however 4 were gasping at the surface. I wondered if it might be a lack of oxygen in the water as they had a sponge filter in the quarrentine tank. So with that in mind I've moved the air pump to the bigger tank and 3 of the gasping ones now seem much happier swimming around with the rest, however one of the is still gasping at the top of the tank its probably stressed with the tank move, just wondered if there is anything else I can do for him as I don't like seeing him suffer. I already have alder cones and indian almond leaves in the tank and used API stress guard in the water change before I put them in last night... Any ideas?

I have blacked out the aquarium but can't really limit the traffic as its in the living room

I'd say it's either stress or possibly gill flukes. I would watch parameters closely (test every day) and see if they get better. If not, then it could be flukes.
