Came home to this white hair like stuff on the substrate in about three different places today, is it hair algae?

Started cycling my new tank around 10 days ago and planted the tank on Friday (Italian Val's, Anubis, Java fern/moss, bacopa).
Substrate is black diamond blasting abrasive with root tabs added with planting on Friday.
Lighting is finnex planted+ on 247 mode.

I have had a few of the leaves on my Val's turn brown over the last 24 hrs and have only just removed them.
Also my nitrites seem to have just got over the 1ppm for the first time, now around 3ppm (ammonia nearly 0 nitrates around 20)

I was planning on simply removing this stuff but was curious what it is.

Hmm.. not hair algae. Seems like a fungus of some sort, as already stated.

Could this be there because of being mid cycle or newly introduced plants/ferts?
    Anything to worry about?

I don't think so. I would just remove it, see what happens.
