Help Got a Tiger Lotus Bulb, is it alive?

HI all

I've recently ordered a tiger Lotus online and it arrived as a bulb with a small shoot coming out. I put it in the tank, half(ish) buried in the substrate as instructions said online and gave it a root tab as well. It's been in the tank a couple of days and a weird white stuff growing on the exposed part of the bulb, but the shoot looks a little bit longer.

The tank gets 8 hours of light a day, no CO² and I dose with liquid ferts once a week.

Do you think it'll live or is the white stuff part of it dying off?

It could be, for all I know, I've never used a bulb myself either.

I believe that both the roots and shoots grow out of the same point of the bulb but I'm not sure

Roots and leaves grow from the same spot. I lay mine on their sides above substrate and place a few pebbles around them to keep the snails from moving them. A few weeks they will put down roots and
be anchored in place.
