Yes, I've been very fortunate in breeding them so far in just a 20 gallon low tech. My history has some of my updates and more pics on my experiences so far.

Edit: A few intersting caveats: the original store bought oto I only see at dusk and dawn. The tank bred ones are fearless.

They LOVE blanched veggies. Ever since they were too small to get good pics, they swarmed blanched veggies. Attached is a pic of some 4 month old tank bred oto, three or four, hanging around the zucchini. I currently have about two dozen ranging from LFS bought, 4 months, and 2 months.
