Goldfish Aggressive! Help! Help

OK one Of My Goldfish is Chasing the other, the one that is doing to chasing is twice as small (1.5 - 2 inches) as the one that is being harassed (4 inches).
When he sees the other goldfish he will start nudging and nipping at his tail and analfins! I'm worried that he will become stressed and die!
is it breeding behavior?
The one that is being harassed was just added today!

It seems constant and I don't no what to do?
should I remove the aggressive one?
please help!

I had to seperate my two goldfish because of that. The little one stressed the big one to the point she came down with ich.

Its seems odd because it is the small one nipping and nudging the big one?!?

It's happening as I'm writing and it is 10 PM at night and I don't know what to do?

I think you'll need to seperate the fish.

Mine were together for several months before it became a problem, in a 29 and then in a 90. I'm going to try and reintroduce it to the 90 after it's stocked - at the time there were only the 2 goldfish and some dojo loaches.

It is probably just territorial issues. The new fish is seen as an "invader" in the smaller fishie's territory. A good way to fix it would be to rearrange the tank so it seems all new and put both fish in at the same time. What size tank is it? and what type of goldfish are they?
