So I am finally going to set up a 10 gallon fish only saltwater tank. To start off I am pretty set on just one clownfish for this tank and maybe some inverts.
Here is my list of what I have/need so far, if I need anything else not listed please let me know.
Hob filter
fluval heater
ten gallon tank
light
salt
refractometer
rock
ro/di system
I also want to know is sand a good substrate for a saltwater tank?

Look up FOWLR tanks. I'm assuming it's what youre after. Yes sand is what you want. Probably coraline sand. Your list looks mostly good. Maybe a saltwater master test kit and i would recommend a small protien skimmer as well. Mostly because smaller tanks are more challenging to keep stable than larger tanks and it will go a long ways in removing the excess organics.

I would like live rock but am not sure if I can find it where Iive. Would regular dry rock eventually turn into live rock?
