Gibbiceps With White Patch On Top Of Lip

My gibbiceps had had this white patch on top of his lip for atleast 6 months. Yesterday I tried treating him with potassium permanganate and the patch first turned brown then it got a little bit smaller than before, but it's still there. What could this patch be?

 

Does it look fluffy? It doesn't really seem to be anything alarming to me.

Okay, then I personally wouldn’t be concerned unless something grows there or if it were raised or fluffy.

 

Also he has these tiny white stuff. I'm suspecting flukes. Or is it something normal? You have to zoom in real good to see.
