Im planning to buy a few plants.
Some bacopa, water wistiria and anacharis. Maybe even some java fern. Im a little scared of losing them because I had some java fern in the past and I lost all of them.

I have a 20 gallon high with normal gravel. I have six black skirt tetras. I do have a bottle of flourish. The light fixture I have is two fluorescent lightbulbs (5900k).

Any advice on dosing and how long having the lights on??? Might I need flourish excel too?

That light should grow the plants well. Usually a 6500k bulb is best but,a 5900k bulb should grow the plants. You can leave the lights on for 8-12 hours. I leave my lights on my planted tanks on for 12 hours. It may sound like a lot but I have no algae problems at all. Just follow the dosing on the flourish bottle. I don't think excel might be needed, but it does help. If you do get excel be careful because I have heard of it melting anacharis

Okay for your 20 gallon tank, you will have to dose 1.6 mL of Flourish. It's about 1/3 teaspoon of flourish
