I'm buying a 10 gallon which will include:

    - 1 Betta
    - 6-8 Chili Rasboras or Ember Tetras
    - Some Live Plants
    - Maybe Some Snails

Wondering what kind of substrate I could use that'll work out for all 4 things.

Substrate doesn't matter with the fish you mentioned. However, it depends on the types of plants you use.

Oh I was just wondering this because the other day when I visited the store they had something called "Betta Gravel." Had no idea what that was

Plants can grow in gravel. However, you may or may not need substrate. Certain plants need to grow in substrate and some do not.
