Fungus? Bacteria ? Or Something Else??

My neon has this fungus looking thing growing on it, the others have a tiny bit too but no where near as much. All other fish species are unaffected. He is acting normal and has had it for a few months. I tried blue planet multI cute but it doesn't seem to be working. All water parameters are normal (the water is quite soft). Any ideas on treatment or diagnosis would be awesome.
Thanks in advance.

Google s of Saprolegnia and Columnaris. It's most likely one or the other.

The first picture you shows has cardinal tetras, and the second picture shows neon tetra. It looks like columnaris to me, which is a bacterial infection

Both pictures are of the same fish

Columnaris is by far the most likely disease with Neon Tetras.

I treat by providing good water quality and then improving it further but the fish pictured is past the point where it can recover in my opinion.
