Fluffy Weird Clumps In Tank?

Hi we started cycling our new 25 g tank. We started the tank cycle using 50% water from our established tank, added good bacteria and let it run for a few weeks. The was what appeared to be a bacteria bloom. Once the water cleared and the water levels came out right for fish we added our shy Platy. About a week after this we added 4 guppies and 5 cardinal tetras. Within less than 48 hours we noticed foam forming at the top. I immediately worried about soap so we moved the fish to a rescue tank. 2 guppies died and 2 cardinals. Long story short once we turned all the agitation off these clumps of puffy film appeared and started to settle to the bottom. I don’t know what it is. Just really curious. Any ideas? Pics below:

Did you ever have any driftwood in the tank?

No. Nothing but artificial decor and we rinsed it before putting it in.

We figured it out!! Too much of a good thing. We added too much good bacteria. We added already established tank water and put enough bacteria in to start a 40 gallon tank. It’s a 25 gallon tank. So yeah.
