Fixing Air Pump

The dual aeration pump works fine for the first week(it's not new as I borrowed it from my friend). Then I turned it off to do water change. But It stops producing bubbles when I turned it on again. The components are vibrating, so the electronics I believe are fine. So I open the pump.

The rubber bladder looks good, with no holes. And the rubber 'flaps' are fine as well. Any idea? The two magnet 'bars', I can see, are vibrating. Maybe it's not vibrating enough to produce air? And when I manually compress the two rubbers, they are not giving air as well.

Are the bellows full of water? If an air pump is located below the water level and no check valve is fitted water can syphon back through the tube when it's turned off. If this happens the bellows fill with water and the pump won't be strong enough to pump water instead of air.
