Just a thread for me to post my progress. Follow if you'd like :). Aiming for a cheap natural tank.
Size: 29 gallon tall
Substrate: Pool filter sand ($7 for 50lb bag at my Menards)
Plants: Heavily planted
Decor: driftwood
(found on road/area by my house)
Filter: AquaClear 50/200
Heater: PennPlax ThermaFlow 100 watt
Air Pump: Meijer Aquatics GX-500
Type: Freshwater Tropical Planted

Mostly cheap because my grandparents gifted me this tank and it had the filter, heater, lid, lights, air pump, etc. with it already.
Won't be setting up for 6 months because we're moving and I don't feel like moving it :p Besides, by the time I cycle it, I'll only have a few months to enjoy it until I have to uproot it again.
I will update once I decide on stocking. So many options! Would like to have a school, a "centerpiece" species, and bottom dwellers.
Here's some pics. My dad says he'll paint over the oak trim :( He says he will not have oak in his house, lol.

Over stocked or not, is objective at best. The real question, is do you have enough filtration to support the bioload, do the fish have enough room to be fish, and are you prepared to do the maintenance that may be required. That being said, I think you're pretty good with that selection... :)
