Fish Not Happy In Qt

Hi. So I am quarantining 4 new skirt tetras in a 10 gal set up. They have been there for almost a week so far. It has a hob filter that was cycled with my original tank, but bare bottom and sparsely decorated for the sake of observation and easy cleaning .
The fish themselves seem healthy so far, however, they seem unhappy, or bored, or something. They move around and swim normally when I approach the tank, but otherwise they don't really swim a lot, spending a lot of time looking a lot like fish do when they're sleeping. They are eating normally (enthusiastically).
I am aware that they need more area to swim around (their permanent home is a 29 gal), but are they fine here in qt for at least another week?
I got 4 to add to the 3 I already have in the main tank, and I assumed at first that they would be more comfortable in a little bit larger group, but I suppose maybe I should have spread them out and done 2 and 2?

The fish need cover and security. So if it is pretty empty...I personally think that stresses them out. I keep lots of cover in my QTs. One is bare bottom 10 gallon, but it has floating plants and anubias plants and a couple caves/hiding spots.

I don't think the tank size is the problem. I think the emptiness is.

Ok. I will throw some plants in with the decorations. When I am done quarantining, do I have to throw them away then, or can I put them in the main tank, assuming the fish I've had in qt were healthy?

In my opinion, You can rinse them off and put them back.

Think about it....do you have live plants? The live plants at my fish stores are in tanks with fish. So if we QT the fish from those tanks, why don't we worry about what might be hidden in those plants? People do often give them dips of some kind to try and avoid snails...but a lot of time, people just rinse them off well and throw them in their tanks. Ive never quite understood that.

That is a good point.
I do have a lot of plants in my main tank. I suppose it would make more sense (economically anyway) to just throw in some cuttings from those as opposed to buying more.

On second thought, this has presented a good excuse to buy more plants.

I use fake plants in my qt so they are easier to sanitize. Plus, I don't run a light on my qt since the tiny light burned out.
