Fish in Quarantine Tank Not Eating

Hi! My betta fish has some moderate fin rot, so I was informed to place him in a quarantine tank (approx. 2.5 gal) with a small dosage of aquarium salt (1tsp for the 2.5gal). He has been in there for 4 days now, but isn't eating. I've gotten frozen bloodworm on some long tweezers and placed them near him, wiggled them around etc. I can't do his floating pellets because he won't swim to the top. He sits in a corner and doesn't move. I'm not sure how I should go about feeding him if he won't move.
I'm considering moving him back into his old tank in the next day or two after I do a big water change on it, test the parameters etc. because I just want him to eat.
He doesn't look too good yet. :\

When a fish is sick or stressed, eating food is often the last thing they do, only after recovering. Try withholding food for 2-3 days, this will help to improve water quality. If they still won’t take the food, wait 3 days again before trying again.

does the quarantine tank have an established biofilter/completed nitrogen cycle? If not then I would consider moving the fish back to his old tank. Do you have other fish? If not there would be no reason to quarantine

I put in his air stone from his established tank, along with some of his water. I woke up this morning and he has passed. Maybe it wasn't established enough? He was moving around a lot more the last few days and just yesterday looked a lot more lethargic but I didn't do anything different from the last few days. And yes, my other tank has cherry shrimp and a lot of plants.

I’m sorry to hear that

for future reference:
transferring water from the established tank to a QT tank will help gently acclimate to new environment. but will not help with bio filtration, beneficial bacteria only live on surfaces. An airstone is likely not sufficient

Shrimp and fish don’t share diseases, so in the future you don’t need to quarantine if you only have one fish.
