Good fish for a 3 gallon and the amount of fish
One betta would work, or it would make a nice shrimp tank.

Hi Shanieboy, I agree with Harpua - 3 gallons is a bit small for most fish. It might be big enough to handle the bioload of one small fish, but they need ample swim space too.

ghost shrimp maybe? i don't know much about them. https://www.fishlore.com/profile-ghostshrimp.htm as far as the white cloud minnows, don't they swim around a lot? I'd think they'd like a bit more space. And you would only be able to fit 1.
Cherry shrimp would be nice.

I have a small skunk cory in a 2 gallon and before that fish I had 2 dwarf sunset platies in there.

i agree a betta or shrimp tank only i would not put a cory in their...corys need alot more swimming space then a 3g can provide plus they need to have more then 3 to be happy
A betta and some CRS would do nicely. Have it well planted (either plastic or real) and they'll love it for sure. Good luck on your choice and update us with a photo
a Dwarf Puffer would be an option too
dwarf puffers are so cute! I just read the caresheet, which recommends 5 gallons, but my real concern is that they need really well-balanced, cycled water, and with a tank that small, won't it be difficult to keep the water parameters steady?
IMO they just need steady perameters and good water changes weekly. I'm going to keep one in a 2.5. I've read up on them to insure proper care. Check out Dwarfpuffers.com for more info.
