When/after cycling my tank when should I do my first water change? At what ppm of Nitrate should my first water change be or should I do it a week or immediately after adding fish?

I’d change the water once nitrate exceeds 20ppm. 100ppm is enough to kill fish so you want it to be much lower than this. I recommend 30-50% water changes weekly, using a water conditioner on new water.

Also make sure once you add fish to temperature match the tank and the new water you are adding. Too much of a temperature difference can shock and harm them.

Try to add a mix of hot and cold tap water to the bucket to match the temperature of the tank water. Use your fingers to feel how warm the tank water is and try to replicate this with the new water.
