Fin Rot or new fin growth?

Got this betta (kashious) around a week and a half ago as my old one passed the week before. When I got him he already had a white outline around his fins and he is a pretty small boy so I figured just need fin growth but now the white/clear is spreading a bit. He looks very healthy to me but I’m not a pro lol. Could anyone help me out?
