Fin And Tail Rot?

I just added a few new tetras to my tank about two and a half weeks ago. Now all the sudden I found two of them dead laying on the bottom of the tank, my dwarf gourami is having trouble keeping herself at the bottom of the tank, and the rest of my tetras fins look ragged and dirty.

I have 4 black skirt tetras, 2 blue tetras, 2 Von Rio tetras, 1 dwarf gourami, and a pond loach in my 30 gallon.

Nitrates 10
Nitrites 0
Ammonia 0
pH 7.5
Temp 82

how often do you do water changes and what % of water is removed?

more frequent, and larger water changes will keep the water cleaner and prevent illnesses, and can help healing.

I have been doing 50% water changes every week. I just did one two days ago.
