Female Guppy Bully

I have two female Guppies (Yin and Yang) and one of them (Yang) bullies the other. She constantly chases her (Yang) and now the other and has taken part of her tail off by nipping at it (at least I am certain it was her, there is also a Betta but he doesn't bother anyone). I've noticed that Yin now spends a lot more time in the lower part of the tank and trying to get away Yang. The bully is a very confident Guppy, she has no fear in being the first at the front of the tank when I'm there and at meal times will also circle around my Betta until he flares up at her, but I haven't seen her be aggressive towards him, or anyone else in the tank.

Water perimeters and temperature are in rage, I use API liquid test regularly. My tank is 35 litres with a Betta, 4 Neon Tetras, some shrimp and 2 snails. Lots of live plants, hiding places and pearling from the oxygen.

I wasn't planning to add any more fish to my tank, but would adding another female Guppy (can't add a male with my Betta and don't want babies) help with this?
Or is there something else I can do?

Female guppies can get pretty aggressive, a few more female guppies might help so she can't just chase one fish she has to split up her spunk. And each fish gets time off from being chased. But guppies chase all day Male and female.

With your betta flaring at her he is not healthy for the betta. He is stressed. Most betta do better alone. He could have nipped as well.

Thanks for your advice, I will try to add another Guppy and see if she stops doing it.

True, he doesn't flare often I've only seen her doing that when I try to feed him, apart from that he isn't bothered by the others in his tank in any aggressive way. He sometimes takes interest but keeps to himself.

Betta love live plants and live plants are better for fish to hide in as they can swim fast in them and not get scratched by fake plants.

So I don't know what your tank looks like. Pic? But live plants heavily recommended

I have a heavily planted tank, with live plants, many hiding places and a weak flowing filter, lots of oxygen. He's my second Betta (named Orchid) as I lost my previous boy (Chita) to a tumour. I only added him a couple of days ago and he is still settling in, but his confidence is growing everyday. He's never been afraid of the other fish or bothered by them since I put him in, only curious because he will happily swim up to them and amongst them with no problems. It's only at meal times when this particular Betta wants food and she circles around him trying to grab the food before him.
