Emergency Figure 8 Puffer Ich Help!!

How much of the water do you change? Usually 25-30% weekly, and 30-40% right now because of ich
What do you use to treat your water? Seachem prime and nutrafin plant gro
Do you vacuum the substrate or just the water? Both

Did you cycle your tank before adding fish? Yes, have only had puffer for 2.5 weeks and cycling for 3 months

White spots, completely covered that won’t go away
Have you started any treatment for the illness?
Yes I have raised the temp to 87 and been treating with salt with no luck at all for 2 weeks - only getting worse
Was your fish physically ill or injured upon purchase?
I believe it had ich upon arrival
How has its behavior and appearance changed, if at all?
Appearance is very cloudy now, used to be bright colours but now almost a cloud covering him completely

Explain your emergency situation in detail.

I recently got a figure 8 puffer that was in fresh water, I had the tank cycled perfectly for fresh water to bring him home, I was going to slowly start changing him over to brackish until I noticed very shortly after he started to have white spots on him. I began treating with heat and salt - raised temp to 87 and have been adding salt - 7 table spoons every water change. Have been changing the water every other day and vacuum the gravel. I have been doing this treatment for two weeks and have seen no signs of improvement!! I’m not sure what else to do, I’m not even 100% it is ich so I’m adding pictures for you to see ! He is a happy fish who loves to eat constantly, I’ve been feeding him more recently to help his immune system but still nothing. I also do have plants but I had to take them out because I didn’t want to damage them with all of the salt

It definitely looks like ich... aside from that the cloudiness is his mucus coat trying to deal with it.
When you cycled the tank did you use ammonia or fish food or anything, or just add water and let it run? Fortunately you can add more salt to the tank, but 2 weeks seems like a long time for it to not have gone away already. You might have to lean towards chemicals. Hopefully someone with more experience with figure 8s can chime in
